OSCE approves new mandate for Presence in Albania

TIRANA, 18 December 2003 - The OSCE Permanent Council, representing the Organization's 55 participating States, today approved a new mandate for the OSCE Presence in Albania.

The new mandate had been drafted at the request of Albania, as the host government, in order to update the terms of reference to reflect the developments in the country since the establishment of the Presence in 1997, as well as the positive changes taking place in south-eastern Europe.

The mandate, which now enters into force, reaffirms the goal of the OSCE in Albania to promote democratization, the rule of law and human rights and to consolidate democratic institutions in conformity with OSCE principles, standards and commitments.

In carrying out this goal, the Presence will focus on legislative and judicial reform, including property reform; regional administrative reform; electoral reform; parliamentary capacity-building; anti-trafficking and anti-corruption activities, including support for the implementation of the relevant national strategies; developing legislation with regard to the media; promoting good governance and projects to strengthen civil society; and police assistance, in particular training for border police.

The Presence will continue to provide its assistance and expertise in close consultation with the Government and other state institutions and will co-operate with other international organizations and institutions to ensure effectiveness and avoid duplication.

In carrying out its duties, the Presence will be responsible for following and reporting on progress achieved in the country, as well as reporting on the implementation of its mandate to the Permanent Council.
